Search bar errors

There are a couple of issues that have been picked up with the search bar:

• When logged out, clicking on search results sometimes takes the user to either a :null: or "You do not have access" page.
• Sometimes, clicking the "View all results" option leads to a 404 error.
• When clicking the search results, the page doesn't always scroll all the way down to where the result is.
• Heading names don't pop up as search results. (Frill board request)

Additional context We anticipate that the search bar will mostly be used by "helpers" to our team that won't have Pilot accounts, so it is important that the search bar functions for logged out users, and just in general. Our helpers are not in our office, so we encourage them to frequently reference our documentation.

@sierralvb This is being investigated, and will be prioritized once the two user access issues have been resolved. It's likely stemming from the same permissions issues.
