POAM updates for June 2024.

Cleared dependency cache and rebuilt.

Testing instructions

  1. Gulp commands run without error
    1. npm run start
    2. npm run serve
    3. npm run test:a11y (while localhost is being served from the serve script)

Dependency updates

[!TIP] chromedriver updated was necessary to run test:a11y without error. The error was related to the installed version being lower than current browser version
