Note: I have updated the labels on the compile repo to include the labels needed for these templates. The rest of the labels will be updated in a later task in this sprint.
Purpose
Improve contributor experience by using new Github issue yaml templates. These templates allow us to:
Create defined form fields for each entry
Add required setting for mandatory information
Add default labels and assignees (if desired)
Testing
We will not be able to preview this template in USWDS until it is merged, but you can view the templates in action in this test repo: https://github.com/amyleadem/issue-template
We need to confirm that the templates in this repo matches the templates in the demo repo, and that the templates do everything we want them to.
