Update README — Mention npm init or need for package.json file. #31

It's included in: https://designsystem.digital.gov/documentation/fundamentals/

Possible cause of #30.

We should add two requirements in README

  1. Don't clone the uswds-gulp repo
  2. Make sure you have a package.json file or do npm init to create one
