Research and discover viable testing platforms to use

In an effort to operationalize and create repeatable processes around carrying out user testing for USWDS, we need to identify a platform/tool on which to execute testing.

• [x] investigate tooling options, (consider built in recruiting capabilities, security and whether we need to use GSA-approved software, pricing, capabilities, etc.)
• [x] Narrow down to some tooling options
• [x] Learn what budget, if any, is available for tools
• [ ] Get feedback from Product Owner and PM (N/A - we don't need to obtain access to a new testing platform)
• [ ] Determine how to begin obtaining access to the tool (N/A - We just need a way to recruit and pay users from the general public (see #2005 for details)

There is a spreadsheet of possible tools I've been working on with others internally at Bixal. So far, the most attractive option is Usertesting.com (see how to run tests in Usertesting.com) for recruiting users and testing as it is already GSA approved, but it is on hold right now.

Likely, we will use a platform we already have access to to conduct testing or that is easy to procure, such as Zoom. Recruiting would need to be done through a 3rd party recruiting vendor like Userinterviews.com, or other sources for users with disabilities (SourceAmerica, Knowbility, World Services for the Blind).
