Research and establish process to recruit and compensate participants

As part of USWDS's roadmap initiative to define a sustainable process to conduct usability testing on components, patterns, and templates, we are investigating ways to operationalize the USWDS research practice. A major part of that effort is defining our process for recruiting and compensating research participants for studies. We need to:

• [x] Investigate all possible avenues to finding research participants
• [x] Investigate all possible avenues to paying research participants, taking into account any applicable GSA-related restrictions and rules
• [x] Present findings and recommendations to stakeholders
• [x] Discover what budget is available and where it comes from
• [x] Establish next steps based on conversations with stakeholders and budget realities

I have extensively researched our options for recruiting and compensating users and documented my findings in the Research Practice Backlog Mural board as well as in the USWDS Research Practice README. Here is a snapshot that summarizes at a high level what our options could be:
