Created usability testing process for engaging with recruiting firms #2034

Accessibility and UX Research work areas have been in contact with various recruiting vendors to investigate who may be a viable fit for USWDS to use for ongoing usability testing. Some vendors want to see an example workflow of how they would engage with us in order to give us pricing. After speaking with Ashley, we are going to send any potential recruiting firms a generic version of this document without any USWDS-specific process information. I will create a separate document to send to the firms (Open Inclusion and World Services for the Blind).

This process document still is valuable to our internal USWDS teams and research practice areas and will be further developed as we continue to shape/solidify what our process is for ongoing accessibility-first usability testing.

This issue can be closed. I created a generic version of the proposal for this process, but the document linked above is the better document to use for USWDS purposes
