USWDS-Site - Bug: Identifier should reflect current component guidance #2284

Describe the bug

In USWDS 3.5.0 we updated the identifier to use the text “Accessibility statement” but our site's Identifier still says "Accessibility support". Let's update the Identifier to reflect our current guidance, and be sure we link to the GSA.gov accessibility statement with its most up-to-date url: https://www.gsa.gov/website-information/accessibility-statement

Steps to reproduce the bug

  1. Check out the Identifier on the bottom on any page on designsystem.digital.gov
  2. Look for the text "Accessibility support"
  3. Check the URL for that link. It reads https://www.gsa.gov/website-information/accessibility-aids

Expected Behavior

  1. The text in the Identifier should read "Accessibility statement"
  2. The URL for that link should be https://www.gsa.gov/website-information/accessibility-statement
