USWDS-Site: Remove pa11y-ci from circleCI #2689

Summary

Pa11y crashes almost every time we run our commits through circleCI. This means that we are not getting effective accessibility scanning and it prevents our PRs from building successfully.

We should remove pa11y from circleCI and explore methods of automating accessibility testing (options outlined in #2303).

Closing because no longer needed. pa11y improvements were added in 3.8.1 doc updates.
