Describe the bug

The 18f Interview checklist link on the Design Principles page is currently 404ing and causing an HTMLProofer error.

Steps to reproduce the bug

Visit the Design Principles page
Click the Interview checklist link in the Goverment Resources section
Link 404's

Expected Behavior

The link should bring users to https://guides.18f.gov/ux-guide/interview-checklist/

18f method url paths have been updated to https://guides.18f.gov/methods/. The rest of the existing URLs were properly forwarded to the updated paths.
