USWDS-Site - Bug: Update chat.18f.gov links to go directly to Google Form #2820

Summary

chat.18f.gov is currently in the process of being redirected to https://18f.gsa.gov/chat/, but in the meantime we will link directly to the Google Form. See related Slack thread (🔒)

Testing and review

  1. Navigate to the Community page
  2. In the Join the community section, ensure both links point to https://docs.google.com/forms/d/1vcsvQ64qt5mYNyVajcwtYDRMqEOyPzsXZBGM5c4_BD8/viewform?edit_requested=true
