Add August Monthly Call video to Monthly Calls page #2846

Purpose

To add the August monthly call video (when available) to the USWDS monthly calls page.

Steps to be completed once video is available:

[x] Create branch to update YML page
[x] Submit pull request - will be closed by: #2873
[x] Pull request approval

Video may not be available until end of Sept. Added this to Sprint 15 to account for that. Can move up if we get it sooner. @JaymeCharles I'm adding you for awareness, etc., in case you find out the video is ready :)
