Summary

Created a prototype of a combined "What's new" and "News and updates" page.

[!important] This PR is for prototype purposes only and should not be merged. This prototype includes sample posts that are not real content and notional code.

What's new page

Problem statement

There is not a clear place to post product updates in relation to Web Components launch
There is a gap in communicating about our new product
- We talk about it in MCs and newsletters, but if you only went to our site, you’d have no idea
Our product looks stale - no “news”
- We aren’t showing our full story
We’re currently splitting traffic between two “news” pages
- Google Analytics review shows fairly similar traffic for the last six months, with What’s New page ahead by about 300 views. And, two blog posts under the What’s New URL have about combined 5000 views for that period.

Solution

Moved the "News and updates" page to be a child of "What's new" page, rather than a sibling
Moved "What's new" content into cards to visually condense the content
Replaced the Showcase link with a link to GitHub discussions.

Testing and review

Confirm that the new combined page structure makes sense
Confirm the page layout highlights the right elements
Confirm that the text in the page titles, leads and cards on the "What's new" and "All news and updates" pages make sense and are free from error

This prototype is ready for review, @thisisdano and @annepetersen. At this time, we need your approval on the combined page structure, lead text, card content, and page layouts.

Once this prototype is approved, I will finalize the code, confirm all the links, and confirm the redirects in issue #2915: USWDS-Site: Build combined "What's new" and "News and updates" page.

Hi @amyleadem , per discussion today in CS/UX sync, below is clarification of link styling for our content types (Blurb, Article summary and Article post) that will sit on the What's New page.

For the Blurb type (short summary that links to a page on USWDS site or GitHub):

Title of the blurb does NOT have an active link or link styling.
A link appears below the short summary that gives good info about where the user is going (eg, "Join our discussion on GitHub to share your ideas")

For the Article summary type (short summary that only links to a longer full article on the USWDS site):

Title links to the article page
A link appears below the short summary that has some information for the user and is not duplicative of other links (eg,"Read more about what’s next for USWDS")

For the Article post type (the article itself)

Title does not link to anything.
Links may appear in the text of the article as appropriate to the content within

This looks generally ready to go, but we can't launch it without either removing or replacing the "Web Components are coming" post. @finekatie, I'm assuming to get it live, you were planning on its removal?

Edit: I see that was your plan elsewhere. @amyleadem, could you remove that post so we can proceed to launch this with what we've got?

@amyleadem, I think that removal is all we're waiting on here. Just added some labels: was there something else I should've done to keep this moving?
