USWDS-Site: Prototype a combined "What's new" and "News and updates" page #2855

Summary

Created a prototype of a combined "What's new" and "News and updates" page.

[!important] This PR is for prototype purposes only and should not be merged. This prototype includes sample posts that are not real content and notional code.

This prototype is ready for review, @thisisdano and @annepetersen. At this time, we need your approval on the combined page structure, lead text, card content, and page layouts.

Once this prototype is approved, I will finalize the code, confirm all the links, and confirm the redirects in issue #2915: USWDS-Site: Build combined "What's new" and "News and updates" page.

Hi @amyleadem , per discussion today in CS/UX sync, below is clarification of link styling for our content types (Blurb, Article summary and Article post) that will sit on the What's New page.

For the Blurb type (short summary that links to a page on USWDS site or GitHub):

For the Article summary type (short summary that only links to a longer full article on the USWDS site):

For the Article post type (the article itself)

Let me know if you have any questions! Here's my Content Types doc. It's not going to say much more than this, but it's here.

This looks generally ready to go, but we can't launch it without either removing or replacing the "Web Components are coming" post. @finekatie, I'm assuming to get it live, you were planning on its removal?

Edit: I see that was your plan elsewhere. @amyleadem, could you remove that post so we can proceed to launch this with what we've got?

@amyleadem, I think that removal is all we're waiting on here. Just added some labels: was there something else I should've done to keep this moving?
