Allow for everything (VESC, LIDAR) to start upon boot #13

Putting the startup code alongside with the ones starting ROS will crash ros, probably due to some initialization issue.

Putting the code in .bashrc will cause the script to launch for every terminal opened.

I can try putting the script somewhere else.
