ushe_graduation_submission_file g_16: Previous Degree Type #6

Effective July 1, 2024: element g_16 Previous Degree Type has been eliminated from theUSHE graduation submission file glossary. I don't think we should delete it completely from usheutils, but is there a way to make it inactive?

This element is no longer active in the USHE Graduation File data glossary. Can this be deactivated in ushUtils? I did a mutate statement to remove it from the submission file for this series of reporting.

Closed using pull request #14, this removed element g_16 in the graduation file for previous degree type.
