Concerns about fte_off_dscir.sql in utDataStoR #20

After reviewing fte_off_dscir.sql here are my concerns: I believe the query is correct. Do we need to keep the query and if so, is utDataStoR the best place for it?

This was discussed in code review. It was determined that utDataStoR is where we want to store the correct sql for DSCIR until DSCIR is deprecated.
