Remove external_libraries #623

Description

The external_libraries directory was deleted, and the files were moved as follows according to this conclusion.

igrf -> 現在のlibrary/geomegnetic
sgp4 -> 現在のlibrary/orbit
inih -> 現在のExtLibraries
- This will be additionally modified in the issue #622.
nrlmsise00 -> 現在のlibrary/atmosphere
