Fix management of the number of mapped/running tasks #97

This PR fixes four parts:

  1. It increases the number of mapped (running) tasks for data movement tasks.
  2. It decreases the number of mapped (running) tasks for both compute and data movement tasks.
  3. It applies clang-format.
  4. It guards data move task creation by a lock to avoid data race.

The new commit is not being shown in this PR. I tried to close and reopen the PR but it also failed. I sent an email to GitHub support.

Fixed the issue (It was GitHub global issue) and reopened the PR.
