Some missing vias
In general it's better to put decoupling capacitors as close as possible to components and then put vias close or inside capacitor pads. Capacitor should be closer to the component than vias. There is a current loop that charges the capacitor and current loop that sources the current from capacitor to the component. Short connections help to reduce the inductance.
Vias should be near component ground pads. It is also fine to put them inside pads when hand soldering the components. Vias inside pads provide the lowest inductance.
Internal ground layers should be used for return currents, because there are no big gaps in the copper, that would cause the electromagnetic fields to spread out and cause signal integrity issues.
