Board outline should be added to Mechanical (M1) layer

Board outline can be added by drawing a rectangle or an easier option is to use Design -> Board Shape -> Create Primitives from Board Shape.

Component libraries should be changed so that any 3D bodies are moved from M1 layer to M13 layer.
