currently surface=unknown leads to a high penalty this should not be the case for ways that are part of a bike route

Fixed very easily by treating unknown the same way as if the key does not exist at all https://github.com/utack/utack_brouter_profile/commit/4ebc617444430f0015db4e89681cc838184d2244
