Fix Sandstorm build system #3

@chinkulkarni What all were you considering in a fix?

I have updated Splinter to use latest rust version; https://github.com/utah-scs/splinter/tree/rust_update

Is there anything else which needs to be done?

I wanted to remove the Makefile and have everything compiled through a single cargo command.
