project_urls contains metadata that shows up on the pypi page in the project links section. You can delete most of them.
Are the tags (like "Documentation") fixed keywords? Or are they taken as is as the link description? If the latter, links to the documentation of APSW (your documentation) and to the documentation of SQLite3 Multiple Ciphers could be added.
Around line 845 of setup.py there is also another "url" key that should be changed - it is the Homepage link.

Well, APSW is (and stays) your baby. I'm just bundling it with my SQLite3 variant. I'm a bit reluctant to add myself as the author here. Is it possible to have 2 author entries?

I would add simply the keyword encryption. And as an additional topic Topic :: Security :: Cryptography could be added.
The top level README.rst file needs to be completely changed.
Of course, the readme has to be adjusted.
