add Travis CI (#38) #42

This is a test, not ready to merge yet.

This correctly detects that the released segbot packages lack the segbot_v3 features.

It can't be merged until after new releases of bwi_common and segbot.

Unfortunately, enabling Travis for this repository causes all new merges to fail, so we might as well merge this so it at least presents sensible error messages (instead of taking the Travis default config).
