switch master development branch to "master" #13

Should be done with the next release. i.e. release > 0.2.1

New branch master created. Need to still port eband_local_planner-release to use this new branch.

Also, update rosdistro version names

the release repository now uses the master branch. I'm removing the redundant branches devel and stable.
