Convenience class for handling start/stop of rapps. This isn't used by the rocon_scheduler_requests node, rather by custom implementations of schedulers.

The msg upgrade bugfix merges with your own. Not sure how to extract it out completely - will this be ok?

Github seems to think it can be merged automatically. If there is a problem, I'll fix it.
