Add starter patterns #349

When you create a page, starter patterns appear with WDS-approved starter patterns.

@pikemurdy are there any page template patterns that we shouldn't include?

@reasterbrooknc Can these be added easily later? I don't think we've really vetted the page templates at all. I think the programs and the 'subject focused' page, but I'm not sure we've talked about—as a team—any of these templates. And I think there'll want to be broader pages like "Landing Page" or "Overview Page". And some of the other pages don't seem finished ( the articles/posts template doesn't seem to have posts in it).

So this may need to be tabled until we get to the page layouts... which we probably should soon.
