Initial commit of project management in R workshop

Lesson covers:

• Purpose of effective project management
• Directory structure
• Rprojects
• Integrating Git with Rprojects
• Managing packages in Rprojects using Packrat

All scripts and required data files will be provided for the workshop. The goal is not to learn how to write R code but to make projects that use R code more manageable.

I wanted to cover Python as well but I think the lesson is long enough as is. I made a note about Conda environments at the bottom of the lesson but a full-blown workshop on Python project management will have to wait until another time.
