On Windows XP page one can assume that after installing a x64 version of Windows XP they'll be able to install SPICE tool alongside. However on Windows | UTM Documentation page it clearly says that they're available only on Windows XP i386. I've tested it myself, these tools don't work with Windows x64. I think the confusing phrases are "Architecture: x64" and "SPICE tools: Installed" on the top of the first page.
