WinPcap Has Ceased Development The WinPcap project has ceased development and WinPcap and WinDump are no longer maintained. We recommend using Npcap instead.

but actually ptunnel-ng does not work with npcap

It should actually work with the npcap WinPcap compatibility mode. But I did not test npcap. I will work on this issue ASAP.
