Fix message reading configuration now that accessibility service is implemented

Today there are 2 preferences and then one flag per device to set up text 
reading.  This whole arrangement needs to be fixed so that the user can select 
which devices they want messaged read while connected.  It also needs to make 
sure messages are not redundantly read.  Today SMS will be read 2 times.  If 
you have GTalk (have not upgraded to Hangouts) those will also be read twice.  
Need to fix this for easier configuration and remove redundancies.
