You can already launch any app on connect. The data connection thing is new. 
Please clarify your use case.

When bluetooth device is connected I want to enable mobile data and turn on 
waze application. Now I don't see how it's possible to enable mobile data.

There is not an API for doing this in the background.  Most people would 
consider that creepy and spyware.  I actually had antivirus software call the 
old Gingerbread version of A2DP Volume malware because it had a feature to 
automatically enable GPS (which was requested by a user).  It could be possible 
to create a hack but given my past experiences with that I better not.  You are 
of course free to clone the open source project and implement something 
yourself.  That is what open source is all about.  I can't implement this for 
you though.

Launching any app, including Waze, is already available in the app.
