Should savings be built into the economy?
5% of every dollar you earn goes into retirement / savings / rainy day fund?
Maybe savings rate auto-adjusts to ensure a minimum emergency fund amount + retirement amount.
Smart UBI Daily spending allowance (can't be saved, only spent) with restrictions on spending categories. Only food/shelter related.
