A couple users reported the desktop shortcut is not being created after installation finishes.
One user disabled third party AV and then it worked.
Add diagnostic page to allow user to create shortcut without having to go through the entire install process.
Piggyback on this page to allow user to check/update Engine.ini for master server lines.
