Theme Req: PicoCSS #626

Could we perhaps get a theme based on https://picocss.com/ ? I'd love for utterances to match my website and I'm sure there are others that use pico and utterancesthat would like a pico theme.

Maybe we could also use the vars pico provides for automatic theme changing?
