add support for representation of sea-ice in ATM component #2

The current version of the ATM component (RegCM 4.3.5.6) does not allow to change the land-use type. The model crashes when the land-use type and masking is changed.

The handling of the sea-ice field is added to the mod_update.F90 (in RegCM). Now, RegCM changes the land-sea mask and land-use type back and forth when the ice is appeared and melted in the ocean model.
