want to build the docker image automatically, so that we can run ckb-bitcoin-spv-service on a new machine without long time rust building

This PR was tested in https://github.com/Flouse/ckb-bitcoin-spv-service/pkgs/container/ckb-bitcoin-spv-service

I'm not a master of naming. I feel comfortable with the name as what it does.

Feel free to name it if you have a good idea.
