Re-enable btc/service tests in test.yaml #143

The tests of the btc/service lib are disabled due to the unstable of the Mempool API. The change was made in #142.
Once the https://github.com/ckb-cell/btc-assets-api/pull/96 PR is merged, we should re-enable btc/service tests in the test ci.
