Remove "time-based" constraint from version 8 UUID #124

I should have caught this earlier, but is there a reason version 8 UUIDs are described as being for "time-based" UUIDs specifically? I see version 8 as being the catch-all format for any type of experimental UUID, and I'm fairly certain it's going to be used as such, regardless of whether it's described as "time-based" or not.
