Pruned bad reference closing #87
Small tweak to verbiage closing #88
Slight change to sentence to resolve #89
Split up Rollover Handling and Rollover Guarding for #60
Some changes to left-most verbiage for consistency.
Some changes to ## bit verbiage for consistency as per Draft 02 decision.

Did some work on Alternate Encoding Technique Draft 00, included within new folder which should be sharable via the GitHub Pages.
