Admins creating users is bugged #84

-Cannot create users with avatars -Cannot create users if password and password_confirmation are both blank -Can create users if password and password_confirmation are blank

I pushed some fixes. I don't think the second point is a problem? We want both password fields to be filled out to create a user.

If the fixes check out then close the issue.
