Locale string updates

First, we need to completely convert templates to use locale strings. Much of the work has already been done but some recent code (and some Devise-related templates) still have the hard-coded strings. This includes controller and mailer code as well!

Second, we need to implement the appropriate changes in config/locales/en.yml to realize the following changes:

Proposal

Create Proposal

• Creating Proposal – Can we change this to “Create Your Proposal”
• Description – “Detail the specifics of your project by describing the Who, What, and Where (max length 500 words).”
• Essay – Change this to community “Need”, add to description“(max length 500 words).”
• Website link – change to “Portfolio” – “Share an online link that shows your previous work.”
• Resume – “Resume - Share a one page resume to show your experience.”, “Click to upload a PDF”
• on submission - Flash message: “Thank you for submitting your idea to BeCville. We appreciate your help in making Charlottesville a better City and giving residents a voice in those efforts."

Create Idea

• Map – Add instructions to map below the map box: “Select a Location. Start by typing the street name where you idea would take place in the box and hit enter. Once that is done a marker will appear that you can drag to the exact location.

• on submission - Flash message: “Thank you for submitting your idea to BeCville. We appreciate your help in making Charlottesville a better City and giving residents a voice in those efforts.”

• User Profile – Lets make it explicit that the image for the user should be no bigger than 200x200px
• Change steerer into – Steering Committee
• Creation -- Change Peter Parker (or Clark Kent, w/e)
