correct JQuery/Chosen deployment

Several JS libraries are out of date, and are starting to break now that jquery-rails 3.0.x is using JQuery > 1.7. We need to:

[ ] ensure TS deploys a current JQuery library
[ ] deploy Chosen from the Gemfile, removing local code
[ ] update any custom JS that calls .live(), replacing with .bind()
[ ] replace minified .js files (eg jquery.colorbox-min) with standard require (jquery.colorbox)

all of these are as up-to-date as possible. ActiveAdmin is holding some back now tho
