Can't Edit Order 5902 #84

I've been trying to edit request 5902 to change the status, name, and agency. When I click "update order" the page refreshes but does not give me a message that the order has been updated. When I view the order index, 5902 has not had any of my changes applied.

There is a problem by which you can't "approve" an order if any of it's units are unapproved. Change this order's units to approved and try again. I will fix the edit view to reflect this problem and return a warning.
