Non UVA Users #7

non-uva users (folks from the community ... i.e. don't have UVa computing id / can't Netbadge in) should be able to create their own account

When setting up this flow, be certain that UVA folks will continue to use Shibboleth to create their account and log in.

Possibly add the ability to use another Open Auth provider, such as Facebook/Google/Amazon.

@danfunk if we move forward with this, I have a couple of ideas. We might also integrate Oauth into the SSO tool I wrote for Discourse -- and just expand the providers instead of only Netbadge.
