You may resolve this ignoring the department is disabled and sending email or you need add an option to hide department from the public interface side.
TWO ISSUES: Also operator are unable to create a ticket from the operator interface if a department is disabled so I think
I FOUND WHY some replies are not sent to the customer.
If the email address has special character like ( . - ) i tested this two like support-electronic@domain.ext
or support.dep1@domain.ext
the customer will get only Welcome email. No ticket opened email and no any Agent reply.
I will open a new issue about that. This topic still be valid: how can I have a department hidden but working with ticket send by email?

Just a quick sentence to brief your trouble with UVDesk or something associated with it. Please be calm, short and emphasize on points.
I need have some department hidden from the user ticket interface. Why? Because can be a internal live chat department that should manage tickets only by email or another department that is about a project that should be not showed to users on the online Help Desk portal.
As in the image green department should be visible, red not.
