[Feature] Merge tickets #400

Description

Will be nice and useful to be able to merge duplicate tickets.

Example

Sometimes customer for different reason can open duplicate ticket or due to some bug or issue tickets can created duplicate. Merge ticket will be work more easy to understand if a ticket is a duplicate of someone else.

Maybe in the future this feature can be implemented, not urgent but will be good. An example of situations where tickets are created duplicate and operator cannot merge actually:
