Ticket filter 'Is Default' not saved or not honored #576

Ticket filtering has an option to save a filter as the default. However, if I mark a filter as the default it is not automatically used when I go to the ticketing area. If I go to edit the default filter the 'Is Default' option is also no longer selected. I suspect that the option is never saved to the db.
