1. Why is this change necessary?

Sometimes ticket counter is showed as 0 when is not

2. What does this change do, exactly?

This prevents the ticket page from crashing if there are any existing tickets with null subjects, and will display "No Subject" instead.

This change should be tested, I never tested it. Developers need check if this change will be ok.
