When an admin disable ticket creation with login for user then also on dashboard page contact us button appear in dashboard page footer.
How to reproduce
=> Login as an admin or administrator
=> Open branding settings
=> select Knowledge base tab
=> Now select Login required To create tickets option.
=> save it.
=> Open dashboard, here you will not see the contact us button on header but in bottom you can see the contact us button.
Possible Solution
Add condition in layout page to check weather the contact us button disable or not
